You can be guaranteed to buy leather from a merchant located in a small settlement located in southern part of the map, not far from the starting area.

The merchant is standing inside the shack. He's dressed all in red, so you're unlikely to miss him. You can purchase any amount of leather from him. For one unit he will ask you 150 gold coins. This is the fastest way to obtain this material if you have no problems with gold.

From which Pals does the skin fall off?

If you have a shortage of gold coins or are saving them for other needs, then all you have to do is find and capture the Pals. It is not necessary to catch a creature to get material from it - you can simply knock it out.
