How to pass the quest "Necessary Procedures"
In order to start this quest, you need to speak with the entrepreneur Ivanovich, who can be found at the docks at the entrance to Liyue Harbor.
Copy the new license notice
To do this, climb up the long main staircase and examine the notice board directly in front of you.
Here you will have 3 options, however you want the bottom one (related to business permits). Now return to Ivanovich and talk to him again. He will ask you to give 3 documents to specific characters:
- Permission to go to sea - Nervous An.
- The Business Premises and Safety Certificates - Millelit Jia Yi.
- The Old Business Permit is Clerk Zhao.
Submit the required documents
First you need to find Nervous Anya. He is standing right next to you, wearing a green and blue robe and glasses.
Give him permission and then head up the stairs to where the Cat’s Tail Tavern Message Board is. Next, talk to Jia Yi, who is right behind her. Give him the necessary documents.
As for the clerk Zhao, she is in the same place as Jia Yi, but you can only meet her here in the morning. If it's night, use the time rewind feature to speed up the onset of a new day. Then just talk to the girl.

Give her final permission and return to Ivanovich. He will thank you, and the quest will end, and you will receive a well-deserved reward: 100 adventure points, 100,000 Mora and 10 adventurer experience.
