How to start a task
First of all, you will need to complete the quest line "The Sound and the Fury". After this, teleport to the dimensional anchor "Family Construction Bureau" on the Dream Frontier, and then go forward a little, and on the left you will find the Go-Ray erudroid. Talk to her and choose an option "Start the Clockwork"

How to photograph the gigantic hotel in Golden Moment
Teleport to the Dream Hotel Entrance anchor in the marked area, then turn left and run towards the marker on the ground. When the button to switch to photograph mode (R key) appears in the lower right corner, turn the camera south, towards the hotel, and click on it.
Move the camera away as far as possible so that the two points shown in the screenshot below hit the lens. Then press the "F" key to take a photo. If you did everything correctly, a new quest task will start. You will need to return to the erudroid and give her the photo.
After the conversation, the mission will come to an end and you will receive "Messenger" sticker. You will also be awarded 100 Mastery points, 180 hour credits, 10 star jades, 3 purified ether and 20 thousand credits.
