Where to find notes in bottles
Before you can take on this quest, you'll need to find 3 drifting bottles that float off the coast of Dragonspine. It is possible that it is enough to find only one note.
The screenshots above show the location of all note bottles. All of them swim in the water in the southern part of the region, near the elongated peninsula. You will also need to complete the world quest "The Chi of Yore".
Note: If you picked up a bottle in the past and forgot about it, and then decided to collect the rest, but did not find them, and there is still one bottle in your inventory, then most likely you still collected the rest, but did not remember it. The fact is that after collecting all 3 bottles, only one remains in the inventory. So try to go to Inazuma and talk to Hiromi. Where to find Hiromi
After fulfilling the indicated requirements, teleport to the city of Inazuma and get to a small island located to the northwest of the nearest fast travel point. There you will find an officer named Hiromi - chat with him.
The first time he won't tell you about his problems, so talk to him twice. You will also need to give him the drifting bottle by taking it from your inventory. After that, the corresponding mission finally starts.

Head to the north of the island
After learning the officer's story, head to the marked area located in the Araumi Valley. Go down to the coast and look for a tent with a boat there. Near them will be a guy named Kazu. As soon as you approach him, a cut-scene will begin.
Find Sun Yu and Qiu Er
You will need to find the students of the martial arts school. To do this, you will have to move to Liyue, to a location called Beyond the Clouds. Select the teleporter on Mount Aotsang and then simply glide to the southeast (see screenshots below).
Having reached the desired characters, which are located on one of the stone ledges connected by wooden bridges, talk to them. Sun Yu will tell you the necessary information about the thief.
Find a big sister
You will learn that the criminal was last seen on Mount Hulao. Select the nearest teleporter, then glide down and perform a falling attack to fall straight into the crevice and break the amber. Inside it, you will find an old friend named Yang Er.
Talk to the girl and agree to save her. To do this, just fly out of the crevice and approach the quest marker located near the edge of the failure. Chat with the thief again and hand her the drifting bottle.
Now move to Ritou (Inazuma). Get to the sign and talk to Hiromi again. This will complete the task. You will unlock the "You Can’t Help Your Feelings" trophy, as well as 200 Adventure Points, 2 Hero XP, 30 Sourcestones, and 20,000 Pestilence.
