When the double horn is destroyed, the enemy will fall to the ground and you can hit him with impunity for a few seconds. It will then use basic hits, and after a while it will burrow underground and crawl out with new horns - repeat the above process.
Note that in close combat, it is possible to hit the horns of a crab if the enemy lowers his head a little down. For this reason, if you want to constantly deal damage to the horns, then take an archer or a catalyst into the squad.
