So first of all get to Fontaine by choosing one of two possible methods. Then head to the Chemin de Lesport underwater basin. In its northwestern part you can find a passage to a cave - swim into it.
Swim forward until you reach the blue barrier. Go through it to reach a waterless area. Activate the teleport and go a little forward into the arena near the ruins. Approach the bubbling water to initiate a boss battle.

Even in its normal state, this enemy is completely immune to Hydro, but to other types of damage (including physical) its resistance is only 10%. Tips for choosing heroes
Given the boss's large health bar and high attack power, we recommend that you pay as much attention to your squad's survivability as to its damage. If you see that your shield guy can’t cope with the incoming damage, then take a healer into your pack as well. Primary and secondary damage dealers can be classified as Dendro, Cryo, Pyro, Anemo, Geo and/or Electro elements, but we recommend sticking with the first three elements, as they destroy half-tulpas' shields the fastest (more on this below).

Hydrotulpa's attacks and movements
Punch

How to defeat Hydrotulpa
Preparing for battle
Before the battle begins, you can eat dishes that increase attack power, critical damage and critical hit chance. It would be a good idea to drink potions that increase certain elemental damage to strengthen your damage dealers. In this case, the following will be useful:

Battle strategy
It's actually relatively simple. At first, you only need to dodge the boss's attacks and strike him with counterattacks. It is best to use elemental attacks to create powerful reactions, since the boss constantly has Hydro status.
Soon, half-tulpas (smaller versions of the boss) will begin to appear in the arena. You will need to destroy them quickly so that the Hydro Tulpa does not have time to absorb this mob and go into enhanced mode. These enemies can be killed with normal attacks, but such tactics are not very effective.
The fact is that half-tulpas have their own Hydro Noelle: Protector, and if you destroy it, the enemy will die immediately. At the same time, this Hurdle is most quickly removed by Dendro with blows. The next most effective attacks are Cryo attacks, followed by Pyro, Anemo and Geo. The most difficult thing to destroy the Noelle: Protector with is the Electro element.
Note that in enhanced mode, Hydro Tulpa is capable of inflicting colossal damage with its spear or a combo of melee attacks. Such an attack can easily kill your damage dealer instantly. So try your best to prevent the boss from absorbing the half-tulpas.
