How to start the quest "The Immovable God and the Eternal Euthymia"
To start the first chapter of the second Thoma of the Archons quest, you have to fulfill only two conditions, namely:

Ritou Escape Plan
You need to try to leave the island on your own. To do this, first of all, talk to the Kobayashi guard. Next, head to the Kanjo Commission. Once you reach the gate, a new cutscene will begin. You will learn that on Inazuma, the eyes of a god are taken from people, and then they are installed in this statue. Next, get to the Yashiro Commission. Talk to Touma and Ayaka. Find the next character who lost the god's eye. They will be a martial arts teacher. His students believe that their master has gone mad. You will need to follow its tracks, which are marked with markers. At the end of the path, chat with a stranger.
After talking with the man, return to the site of the exorcism. It is located right in the center of the marked area (see screenshot below). Watch a short cutscene, and then go to Travel Notes: Grand Narukami Shrine to find the High Priestess there.
